Being a Municipal Assembly Member is a privilege stemming from the trust of constituents and at the same time a great responsibility to represent their interests in local institutions. The Municipal Assembly is the body where the most important needs of residents are addressed and where the quality of representation directly affects governance and municipal services.
The effective exercise of this mandate requires knowledge of procedures, a sense of initiative and a proactive approach. A proactive representative does not only react to problems, but takes initiatives to prevent them and improve the lives of constituents in the municipality. This is especially important in a context of strengthened role of the Mayor, making it indispensable for Assembly Members to actively engage and oversee municipal performance.

As a large part of the population is young, the handbook pays special attention to the representation of youth issues and the need for representatives who stand by their constituents, regularly consult them, and convey their voice to municipal institutions.
