This policy brief recommends that social protection should be at the centre of Uganda's socio-economic strategy in responding to the impacts of COVID-19.

The Government of Uganda’s rapid and decisive action to put the county on lockdown to contain the virus is commendable and necessary in order to avert a public health disaster. In addition to this, bold and rapid action will be needed to avoid an unintended socio-economic disaster. This paper explores options for delivering effective household relief during the lockdown, complementing the government’s existing efforts such as food distribution.
