German Political Foundations in Morocco: A Strategic Partnership in Support of Dialogue and Cooperative Solutions

On the sidelines of the 80th Session of the United Nations General Assembly held in New York on 26 September, the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita, held talks with his German counterpart, Mr. Johann Wadephul. On this occasion, the two ministers signed an amendment to the technical and economic cooperation agreement governing the activities of the German political foundations in Morocco.

The failed judicial reform referendum marked Giorgia Meloni’s first major political setback. Having narrowly avoided a more serious government crisis, the question arises as to what remains of her far reaching institutional reform agenda. In the meantime, concerns are growing that the next parliamentary election could result in a stalemate between the centre right coalition and a potentially unified Campo Largo – a scenario of political stagnation that may be averted through a reform of the electoral system. This country report examines Meloni’s reform agenda in the light of three decades of structurally driven political instability and the earlier reform projects of Silvio Berlusconi and Matteo Renzi.

Amid heightened geopolitical tensions and just weeks before pivotal parliamentary elections, Europe looks towards Armenia in early May 2026. Yerevan will host a cluster of high-level formats—the European Political Community, the first-ever EU–Armenia summit, and the Yerevan Dialogue—signaling Armenia’s strategic repositioning and highlighting Europe’s growing engagement and influence in the South Caucasus at a critical regional crossroads for all sides.

Russia's Military Foreign Policy in Kenya

A Case Study

The research article examines the March 16, 2026, bilateral agreement between Kenya and Russia that formally prohibits the recruitment of Kenyan nationals into Russian military operations. While official diplomatic discourse between Musalia Mudavadi and Sergey Lavrov emphasizes economic cooperation and a polycentric world order, the article argues that this framing masks a more predatory reality where recruitment networks exploit Kenya’s 67% youth unemployment rate. By luring individuals with fraudulent civilian job offers in hospitality and construction, these networks funnel vulnerable Kenyans into military service to supplement Russia's manpower needs; a strategy linked to the evolution of the ‘Africa Corps’ and a desire to minimize the domestic political costs of mobilization in Russia. Ultimately, the piece concludes that this exploitation poses significant sovereignty and security risks for Kenya, complicating its diplomatic balancing act between Western partnerships and strategic non-alignment while potentially fueling domestic unrest ahead of the 2027 elections.

It explores how tribal dynamics have evolved over time, compares their current position to earlier periods, and highlights the challenges they face within today’s context of competing governments.

Alliance of Former President Radev Wins Snap Parliamentary Elections by a Clear Margin

“Progressive Bulgaria” secures an absolute majority of seats

Bulgaria’s political landscape has undergone a major transformation following the parliamentary elections held on 19 April 2026. After years of instability and a total of seven snap elections since 2021, this eighth trip to the polls has reshuffled the cards. The upcoming parliament will be dominated by a single force: the new alliance “Progressive Bulgaria” (PB), led by former President Rumen Radev, who stepped down from Presidential Office in January 2026. PB won 44.6% of the vote and secured an absolute majority of parliamentary seats. The central theme of PB’s election campaign was the fight against corruption and “oligarchy”; all other issues played a secondary role and attracted little public attention. The campaign itself was largely devoid of emotion and failed to generate widespread enthusiasm among the electorate. Voter turnout was higher than in previous years but, at 51.1%, remained at a relatively low level.

Objective KAS India aims to commission a comprehensive, analytically rigorous publication that explores the profound political, economic, technological and societal shifts redefining global systems today. Moving beyond descriptive narratives of “transformation”, the volume will examine how changing power relations, evolving institutions, emerging actors and contested ideas are reshaping frameworks of global governance and understanding. The publication will: •Present a forward-looking and critical analysis of global transformations across disciplines and regions. •Move beyond region-specific approaches to offer globally relevant insights. •Bring together leading scholars and practitioners to develop new conceptual and analytical frameworks. •Offer evidence-based, accessible analysis for policymakers, academics and informed audiences. •Serve as a cohesive and authoritative reference work grounded in strong editorial direction. The final manuscript is expected to be approximately 70,000–80,000 words, comprising multiple single-authored chapters.
