Law and Innovation Economy 2026

Law and Innovation Economy brings together thirteen legal briefs produced by fellows of the Konrad-Adenauer-Stiftung for Legal Youth (KASFLY) programme, an initiative of KAS Cambodia in partnership with the Royal University of Law and Economics (RULE). The publication examines how Cambodia’s legal frameworks can respond to technological and economic change across four areas: digital services; criminal procedures in the context of cybercrime; digital and green finance; and artificial intelligence and data. Mexiko 2026: Unsicherheit im nordamerikanischen Freihandel, neue Chancen mit Europa?

Zwei Jahre Präsidentin Claudia Sheinbaum

Mexikos Staatspräsidentin Claudia Sheinbaum verfügt nach knapp zwei Jahren im Amt weiterhin über hohe Zustimmungswerte, während ihre Regierungspartei MORENA die politische Landschaft des Landes dominiert. Die Opposition wirkt blass und unorganisiert. Der unter Sheinbaums Vorgänger López Obrador (AMLO) begonnene Umbau staatlicher Institutionen schreitet voran. Die kritisierte Justizreform sowie geschwächte institutionelle Gegengewichte werfen erhebliche Zweifel an der Entwicklung von Rechtsstaatlichkeit und Gewaltenteilung in Mexiko auf. Auch die organisierte Kriminalität bleibt trotz erster sicherheitspolitischer Verbesserungen eine zentrale Herausforderung. Gleichzeitig wächst die Unsicherheit über Mexikos wirtschaftliche Zukunft, nachdem die USA als wichtigster Handelspartner des Landes im Juli 2026 eine langfristige Verlängerung des T-MEC verweigerten. Dies wiederum eröffnet im Rahmen der Diversifizierung internationaler Wirtschaftsbeziehungen und des modernisierten Globalabkommen (MGA) zwischen Mexiko und der EU Chancen, die wirtschaftlichen und politischen Beziehungen auszubauen.

Politische Rentrée zu Wahlkampfzeiten 

Mit der politischen Rentrée beginnt in Frankreich faktisch die Vorphase des Präsidentschaftswahlkampfs 2027. Zwar sind es noch mehrere Monate bis zur Wahl, doch die politischen Lager positionieren sich bereits deutlich. Erste Debatten, neue Kandidaturen und kontroverse gesellschaftspolitische Vorstöße zeigen, dass der Wettbewerb um die politische Zukunft Frankreichs an Fahrt gewinnt. Die Senatswahlen am 27. September dürften die politischen Kräfteverhältnisse neu justieren und damit zusätzliche Dynamik in die beginnende Wahlkampfauseinandersetzung bringen. Gleichzeitig steht die Regierung vor einer unmittelbaren Bewährungsprobe: der Haushaltsdebatte. Die Vorlage des Haushaltsentwurfs am 30. September und die angestrebte Abstimmung am 17. November werden zum entscheidenden Test für die Handlungsfähigkeit der Regierung von Premierminister Sébastien Lecornu. Zugleich wird die Verabschiedung des Haushalts zeigen, inwieweit die französische Nationalversammlung unter den derzeitigen Mehrheitsverhältnissen überhaupt kompromissfähig ist. Der Herbst könnte damit zum politischen Stresstest werden – und zugleich die Kräfteverhältnisse für die Präsidentschaftswahl 2027 entscheidend vorprägen.
