In den frühen Morgenstunden des 7. Oktobers hat die Hamas massive Raketenangriffe auf Israel verübt und den jüdischen Staat zugleich an weiteren Fronten, auf dem Boden und zu Wasser angegriffen – ein präzedenzloser, konzertierter und gezielter Akt der Gewalt. Israel wurde nicht nur von der Frequenz der Raketenangriffe, sondern auch von der Brutalität der Angriffe auf dem Boden überrascht, die eine gänzlich neue Dimension offenbarten. Terroristen konnten durch den schwer gesicherten Grenzzaun rund um den Gazastreifen in israelische Ortschaften im Grenzgebiet vordringen, es kam zu zahlreichen Geiselnahmen von Soldaten und Zivilisten und Entführungen von Israelis in den Gazastreifen.

Mit einem “erdrutschartigen Sieg” konnte sich die international beliebte estnische Ministerpräsidentin Kaja Kallas im März eine dritte Amtszeit sichern. Doch die zunehmende Staatsverschuldung Estlands zwingt die regierende Mitte-links-Koalition unpopuläre Maßnahmen zu ergreifen. The journal deals with practical aspects important for the development of the Rule of Law in an African context. The articles are the result of seminars and conferences organized by the Konrad-Adenauer-Stiftung’s Rule of Law Program for Sub-Saharan Africa in collaboration with Prof. Dr. Hartmut Hamann and African partner universities. KAS African Law Study Library thus creates a discussion forum for all lawyers interested in Africa and the diverse facets of Rule of Law in interaction with different historical, cultural, economic and political backgrounds. The journal addresses readers from all continents. Starting from Africa, it also wants to give thought-provoking impulse outside of Africa. KAS African Law Study Library is published quarterly and welcomes contributions in English and French.
