The controversial Traditional Courts Bill (TBC), which was taken off the parliamentary schedule in 2008 on the grounds that it was unconstitutional, has reappeared on the political agenda. Critics claim that the reappearance of the Bill is not a coincidence but a strategic move by President Jacob Zuma to secure political support, particularly amongst traditional leaders, for his reelection as presidential candidate at the ANC’s elective conference in December 2012.
