A workbook for lower local councillors in Uganda

The primary goal of the workbook is to provide lower local councillors with the essential insights, legal frameworks, and practical skills needed to become effective public duty-bearers. It addresses a critical gap in capacity building, as most government and civil society resources have historically focused on higher-level local government actors.

This operational guide is designed for Local Council I, II, and III leaders to bridge the resource gap in the lower tiers of Uganda’s local government. It outlines the legal roles and responsibilities of councillors under the Local Government Act, focusing on effective representation, meeting management, and participatory planning. The workbook covers essential administrative functions, including the operation of Local Council Courts, the enactment of bylaws, and the implementation of national programs like the Parish Development Model (PDM). It also emphasises ethical leadership, conflict resolution, and the importance of fostering youth participation in local politics.
