The Visualised Workbook for Lower Local Councillors is a highly accessible, illustrated guide created to bridge the knowledge gap for LC I, II, and III leaders in Uganda. It simplifies the legal and operational mandates of the Local Government Act into practical, step-by-step instructions for effective community leadership. This resource is a vital tool for ensuring that even the most localized tiers of government can operate with transparency, efficiency, and legal compliance.

Over the past three decades, the Konrad-Adenauer-Stiftung Uganda and South Sudan (KAS) has remained at the forefront of shaping political processes. Our work has been instrumental in refining decentralisation policies and strengthening local governments to ensure better public service delivery. To bridge the gap between policy and practice, we have historically utilised Information, Education, and Communication (IEC) materials, such as our civic education workbooks, to reach even the most remote corners of Uganda.
 

Our extensive engagement with local actors revealed that while many initiatives focus on higher-level governance, the foundational leaders at the LC I, II, and III levels are often overlooked. This visualised publication is a direct response to that need, serving as a comprehensive reference guide for lower local council leaders. Within this workbook, leaders will find essential guidance on the core functions of council chairpersons and executive committees, as well as practical strategies for managing local campaigns and navigating the interpersonal tensions inherent in village roles.

 

The workbook goes beyond theory by offering a step-by-step roadmap for becoming an effective public duty-bearer. It covers critical operational areas such as effective chairing, conflict resolution tactics, the enactment of local bye-laws, and the implementation of the Parish Development Model (PDM). It also addresses modern challenges, including climate action and strategies to combat corruption at the grassroots level. By exploring these chapters, councillors gain a clearer understanding of their broad responsibilities and the legal frameworks governing their actions.

 

To ensure these lessons are internalised, we have included interactive activities at the end of each chapter. These range from time management exercises and community knowledge assessments to practical scenarios involving media engagement and case file management.


It is our sincere hope that this workbook provides the insights and practical tools necessary for local councillors to excel in their roles. We remain confident that empowering these leaders is a vital step toward building a more transparent, accountable, and democratic Uganda.
