“Model Parliament”: Learning about Parliament and Democracy through simulated House of Representatives proceedings

The activity emphasised Active Learning through simulated parliamentary session on the topic of “Parliamentary Motions.”

On 19 August, the “Model Parliament” activity under the Smart Youth Parliament 2026, organised by the Secretariat of the House of Representatives, through the Democracy and the House Activities Dissemination Division of the Public Relations Bureau, with the support of the Konrad-Adenauer-Stiftung Thailand Office, provided young people with an opportunity to learn about the parliamentary system and the proceedings of the House of Representatives. The activity emphasised Active Learning through simulated parliamentary session on the topic of “Parliamentary Motions.”

During the activity, each school selected a type of motion to present based on their interests. Each team was given 20-30 minutes to perform its simulation. The judging criteria included the content and knowledge presented, understanding of parliamentary rules and regulations, accuracy of the parliamentary procedures, and the appropriateness of the proposed motion. Four schools from Bangkok participated in the competition: Saint Gabriel’s College, Learn Satit Pattana School, Satriwithaya School, and Triamudom Suksa Suwinthawong School.

All four schools delivered highly impressive simulations of parliamentary proceedings. The students demonstrated clear and natural communication skills, with each team showcasing its own unique strengths. These included calling the meeting to order, moving motions, requesting the establishment of an ad hoc committee, combining motions, requesting recess, and providing clarifications. Their performances reflected a strong understanding of parliamentary procedures and the dynamics of a parliamentary session. All participating schools selected timely and relevant motions that address issues currently receiving public attention. This made the Model Parliament more than just a simulation. It became a platform for young people to express their views on a range of social issues, while practising how to debate and exchange opinions in a structured manner following parliamentary procedures, and learning to listen to and respect different perspectives.
