Decarbonising Kosovo

This paper analyzes Kosovo's mandatory transition from a lignite-dominated power system to a low-carbon economy by 2030, highlighting that achieving its binding emissions targets requires implementing carbon pricing, rapidly expanding renewable energy, reforming demand in the heating sector, and modernizing market and regulatory infrastructure.
