END-TERM EVALUATION OF THE TUPIGANE NA UFISADI (TUNU) PROJECT

TUNU Project Final Evaluation The Tupigane na Ufisadi (TUNU) project is a 2023–2027 initiative implemented by Konrad-Adenauer-Stiftung (KAS) in partnership with Transparency International Kenya (TI-Kenya) and the Institute for Social Accountability (TISA), with co-funding from the European Union and the German Federal Ministry for Economic Cooperation and Development (BMZ). The project aims to strengthen local civil society organisations (CSOs) to promote transparency, access to information, citizen engagement, and accountability in the fight against corruption and impunity. TUNU works with 220 CSOs across 11 counties, organised into four geographical clusters. Its interventions focus on CSO capacity strengthening, evidence-based advocacy, civic education, access to information, digital accountability, citizen participation and constructive engagement between civil society and government. KAS is seeking an independent end-term evaluation covering the full 2023–2027 implementation period. The evaluation will assess the project's relevance, coherence, effectiveness, efficiency, outcomes, contribution, gender and social inclusion, and sustainability, while generating practical lessons for future programming. The assessment should go beyond activities and outputs to determine what changed, for whom, why, and the extent to which TUNU contributed to those changes. The evaluation will use a mixed-methods, theory-based approach, with Outcome Harvesting as the primary methodology and Contribution Analysis to assess TUNU's contribution to observed outcomes. Data collection is expected to include document and monitoring-data review, key informant interviews, focus group discussions and outcome-verification interviews. Most Significant Change will be used selectively to develop 3-5 illustrative stories of change. The evaluator must propose a sampling strategy covering all four geographical clusters and key stakeholder groups. Key deliverables are an inception report, data-collection tools, draft evaluation report, preliminary findings presentation, validation/learning workshop and final evaluation report. The assignment is expected to run from October 2026 to February 2027, with a maximum budget of EUR 13,000. The ideal consultant/team should have 8-10+ years of relevant evaluation experience, strong expertise in Outcome Harvesting and Contribution Analysis, and demonstrated experience in governance, accountability, anti-corruption and civil society programmes. Experience working with local CSOs and across multiple counties is an advantage. Applications must include separate technical and financial proposals, CVs, relevant experience and at least two comparable assignments.
