Hartmut Rank, born 1977, has been Director of the Rule of Law Programme for Latin America since 2021. From 2017-2021, he was Director of the KAS Rule of Law Programme South East Europe. Prior to that, he was seconded by the German Foreign Office to the OSCE Mission to Moldova in 2014-2017 and worked for GIZ in Ukraine and as a lawyer in Germany and Ukraine. He studied law in Leipzig, St. Petersburg, Potsdam and London and economics in Liverpool.

Mr Rank is a lawyer, business mediator and publicly appointed translator for Ukrainian and Russian. His professional expertise focuses on European and international law, minority rights, multilateral development policy, OSCE, extrajudicial forms of dispute resolution. He has many years of regional expertise in Eastern and South-Eastern Europe and the post-Soviet area.
