Das Stichwort: Gespräch zwischen Bundeskanzler Dr. Helmut Kohl und dem sowjetischen Staats- und Parteichef Michael Gorbatschow

Bereits im November 1989, kurz nach dem Fall der Berliner Mauer legte Bundeskanzler Dr. Helmut Kohl der Öffentlichkeit ein Zehn-Punkte-Programm zur Überwindung der Teilung Deutschlands und Europas vor. Darin war ein abgewogener Stufenplan enthalten, der die Deutschen der Bundesrepublik und der DDR über eine Vertragsgemeinschaft hin zu einer schließlichen Überwindung der Teilung führen sollte. Jedoch machte die Entwicklung in der DDR, beschleunigt durch die Regierungskrise unter Ministerpräsident Hans Modrow und den nicht enden wollenden Strom von Ostdeutschen in Richtung Bundesrepublik wichtige Teile dieses Stufenplans hinfällig. Die innerdeutschen Bedingungen zwangen zu schnelleren Verhandlungen mit den Alliierten. Denn neben der auch im benachbarten Ausland geteilten Freude über den Mauerfall wurde auch all denen, die eine möglichst schnelle Wiedervereinigung wollten klar, dass dazu komplizierte Verhandlungen mit den ehemaligen Alliierten geführt werden mussten. Es gehört zu den herausragenden diplomatischen Leistungen insbesondere von Bundeskanzler Dr. Helmut Kohl, so viel Vertrauen der Sowjetunion in die innerdeutsche Entwicklung geweckt zu haben, dass jenes Land, welches die größten Opfer durch den von den deutschen Nationalsozialisten vom Zaun gebrochenen Krieg zu erleiden hatte, einer deutschen Wiedervereinigung nicht mehr im Wege stand.
