Understanding the Role of the Iraqi State Council

During the past ten years, war conflict in Iraq has increased corruption. The conflict has its roots in cultural, ethnic and religious clashes underpinned by sovereignty, political and economic issues.  In the post-war Iraq of today, “learning to live together and help each other” in diversity is one of the greatest challenges in Iraq.

The available empirical evidence clearly suggests that Iraq faces a situation of corruption, especially in the government departments, among employees and citizens.

In this context, laws and rules should serve socially constructive purposes to prepare Iraqi citizens to actively participate in the process of social, cultural and administrative development.  It should contribute positively towards building a culture of solidarity and respect for each other within a framework of multi-ethnicity, cultural and linguistic diversity. The unification and development of the country will require a major effort to educate the citizen and reinforce the rule of law.

The main objective of this project is the propaganda of the rule of law as a major step towards national reconstruction and development. Secondly, to help the Government Departments frame an effective strategy to conduct transactions audits and save the citizen from corruption.
The focus of the project will be to create a simplified document (specifically a booklet or brochure) that helps guide litigants to review their administrative judgment. It also contributes to making the citizens build trust towards the judiciary system.

Through various survey-based activities, it is expected that the project would provide the much needed evidence of the way work and procedures are being organized in government institutions, the types of problems that exist, how these problems are tackled, the impact or effect of these processes on the citizens, and how the value or effectiveness of law could be elevated further. We will examine laws and procedures provided specially to meet the needs of citizens.  The project will particularly look into ways these laws reinforce formal protection among employee and citizen, creating thus a more favorable respecting environment free of corruption. 

A new action plan of good governance was set and distributed in the booklet/brochure which helps in reaching a higher level of transparency; an increased level of awareness and inclusion into the processes and procedures of the Council of State’s duties was justified; state employees gained the necessary knowledge to overcome corruption and honorably serve Iraqi citizens; Iraqi citizens can fight any corruption through referring to the booklet/brochure which guides through their rights and duties; and finally Iraqi citizens restored their trust with the judicial system.
