Women Political Empowerment in Southern Iraq

The Konrad-Adenauer-Stiftung’s Syria/Iraq Office (KAS) and Durarul Iraq Association for Humanitarian Development (Durarul) collaborate to build the capacities of 15 women from Basra Governorate to build their capacities and support their political participation.

Iraqi women suffer from injustice, marginalization and violence in economic, social and political aspects. The percentages increased significantly in recent years, during which many Iraqi women have been subjected to kidnappings, assassinations and threats because of their participation in demonstrations to demand their rights. Politically, the role of Iraqi women is considered almost non-existent and limited within the 25 % parliamentary seats quota system, usually exploited by the party that supports them. Despite that the 2018 demonstrations led to changing the electoral law and providing a better opportunity for women’s participation, the percentage of female candidates for the Iraqi parliamentary elections in 2021 was low. In addition, most of the 2021 female candidates were subjected to attempts of defamation, threats and intimidation.

In 2022, Durarul Iraq Association conducted a survey with 500 persons of the Basra community to get their opinion regarding women participation in the elections to learn if they support building the capacities their or not.  The survey results showed that 45% of interviewed people responded that the role of women is very important in the Iraqi parliament, 35% said the quota percentage is enough, while 49 % expressed the need for more women in the parliament. Moreover, 60% of interviewees strongly encourage building the capacities of women and empowering them in the political process, however, they were unable to define the type of capacity building needed.

As a result, Durarul Iraq Association organized a capacity building training with 10 other organizations for 15 women who lost in previous elections and were willing to reapply for the next one. The workshop included:

  1. A simulation for the elections process that was presented by the Basra Independent High Electoral Commission (IHEC) members.
  2. A presentation of virtual electoral programs done by the participants.
  3. A presentation of awareness campaigns done by the NGOs.

Basra IHEC was present as a coaching committee and provided feedback for each presentation, followed by the provision of an official report with recommendations to continue such projects to build the capacities of women and youth in political processes while offering support in future activities.
