Throughout the world, in all areas of public life, it is those who belong to the elites of their countries who determine the nature of development. It lies in their hands whether development occurs in a way which benefits society as a whole or just a minority. How far young members of the elites can influence the progress of their countries depends on their access to media. A development policy which is driven from outside will not lead to

sustainable growth, nor will it strengthen the sense of responsibility of governments towards their citizens.
