To develop this roadmap, a circularity self-diagnosis was carried out to understand the baseline. The self-diagnosis is a qualitative evaluation methodology, created by the Federation of Municipalities and Provinces of Spain (FEMP), to determine whether there is a low, moderate, high or very high degree of implementation of circular economy in four areas: resources, water, urban spaces, and healthy spaces and behaviors.
