Zuerst hinter vorgehaltener Hand, dann in wissenschaftlichen Zirkeln und zuletzt im offiziellen Auftrag der Partei. Nun hat der Nationale Volkskongress NVK das „Gesetz über Sachenrechte“ verabschiedet.
