Vor welchen Herausforderungen steht das neue Kabinett der Palästinensischen Autonomiebehörde?
Die Palästinensische Autonomiebehörde hat eine neue Regierung: nach dem Rücktritt des bisherigen Premierministers Rami Hamdallah (29.01.2019) und der Ernennung von Mohammad Shtayyeh (10.03.2019) wurde am 13. April eine neue Regierung vorgestellt und vereidigt. Demokratische Wahlen sind der Regierungsbildung nicht vorausgegangen. Auch die Versöhnung zwischen Fatah und Hamas macht keine Fortschritte. So ist es wenig verwunderlich, dass die Palästinenser der Autonomiebehörde mehrheitlich nicht zutrauen, die zentralen nationalen Herausforderungen zu meistern.

On the 29th of January, President Mahmoud Abbas accepted the resignation of his Prime Minister Rami Hamdallah. However, the change of power in favor of Mohammad Shtayyeh on 10 March 2019 aggravates the political situation. As challenges increase, Ramallah's will to consolidate power dominates.

Während die Herausforderungen zunehmen, dominiert in Ramallah der Wille zur Machtkonsolidierung.

Religious Coexistence Initiatives

On February 7, Konrad Adenauer Stiftung Palestinian Territories welcomed the executive board of the International Council for Christian and Jews (ICCJ) in Ramallah. The group toured Israel and the Palestinian Territories, while focusing on "Religious Coexistence Initiatives" during their meetings. The ICCJ acts as the umbrella organization for more than 40 national Christian-Jewish dialogue organizations worldwide and is committed to the peaceful coexistence of the three Abrahamic religions. As part of their consultations, the group visited KAS office in Ramallah and benefited from its political and civil society network.

Change of perspective: Two-state solution or One-state reality?

On March 5, we welcomed in Ramallah a delegation headed by Prof. Andreas Rödder, board member of the Konrad-Adenauer-Foundation. The dialogue program was part of a multi-day trip through Jordan, Israel and the Palestinian Territories. Marc Frings, head of the KAS office in the Palestinian Territories briefed the group on the political and social situation in Palestine. In a conversation with Dr. Mohammed Shtayyeh, who holds the rank of a minister heading the Development and Reconstruction Council, a deeper insight on the official positions of the Palestinian leadership has been gained. Other program elements included two meetings with three young representatives from civil society and a Palestinian journalist who regularly reports from the Gaza Strip.

America’s Tilt Away from the Middle East Requires Stronger European Commitment
US President Trump is continuing his country’s withdrawal from the entanglements of the Arab world, a withdrawal that was already initiated under Obama. In political arenas such as the Saudi-Iranian and Israeli-Palestinian conflicts, the Trump administration has gambled away its ability to serve as a mediator by virtue of its unilateral measures. Germany and Europe will therefore face more responsibility.
