Half a year after the start of the Brexit negotiations between the European Union (EU) and the United Kingdom, the heads of state and government decided on the second phase of the negotiations. The summit was also marked by the Permanent Structured Cooperation (PESCO), which was recently adopted officially and in which the Member States work together for the first time in a permanent military milieu. The crucial issues for the future of the EU, migration and Economic and Monetary Union, have been discussed controversially. Concise decisions in these areas should be taken in the first half of 2018.
