In Costa Rica trug der neue Freihandelsvertrag (TLC) von Anfang an zur politischen Polarisierung bei und war auch das herausragende Wahlkampfthema bei den letzten Präsidentschafts- und Parlamentswahlen vom Februar 2006. Auch heute bildet die Ratifizierung des TLC im costarikanischen Parlament den zentralen Punkt der gesellschaftspolitischen und parlamentarischen Agenda.
