Tilmann Feltes is Policy Advisor for Non-European Foreign Affairs and Security in the Analysis and Consulting Division of the Konrad-Adenauer-Stiftung (KAS). Prior to assuming this role in 2025, he spent more than a decade working in the international department of KAS (EIZ) where he held various advisory and management positions with a regional focus on Sub-Saharan-Africa. Most recently, he headed the KAS Tanzania Office in Dar es Salaam from 2021 to 2025. Before that, he served as Policy Advisor in the Department for Sub-Saharan Africa in Berlin, where he coordinated the political party cooperation and acted as Head of the Regional Programme on Energy Security and Climate Change. He first joined KAS in 2015, serving as Trainee in the KAS South Africa Office.

Tilmann Feltes studied Political Science with a focus on International Relations at the Universities of Freiburg, Bochum, and Dundee. He subsequently worked with the KAS partner organisation Democracy Development Programme (DDP) and joined the Urban Futures Centre at Durban University of Technology as a lecturer and doctoral researcher. In 2021, he was awarded a PhD in Public Management. Prior to joining KAS, he gained professional experience in the fields of development cooperation (giz), civil society, and academic research, including extensive fieldwork in the Republic of Kosovo.
