Deep-Sea Mining

Balancing resource opportunities with the ecological risks

Rising demand for critical raw materials is increasingly moving the focus to the deep sea realm with its vast mineral wealth. Mining is controversial, however, as there are fears of severe environmental damage. The International Seabed Authority (ISA) is currently developing rules to regulate mineral extraction. Germany advocates avoiding deep-sea mining until risks have been sufficiently researched and appropriate mining rules elaborated.

The Transmission Protection Instrument (TPI) of the European Central Bank (ECB) fills a gap in the Economic and Monetary Union governance framework. It is designed to allow bond purchases of individual euro states under certain circumstances in order to contain unwarranted interest rate hikes. At the same time, it has significant shortcomings in its current design. How should the TPI be assessed in this context and how can the Economic and Monetary Union be reformed to better integrate or replace the TPI?

The European Commission is expected to present a proposal for the regulation of new breeding methods in July 2023. These are currently classified as genetically modified organisms (GMOs) by the ECJ's 2018 ruling and regulated accordingly. Dr. Anja Matzk, Head of Regulatory Affairs at KWS Saat SE & Co. KGaA, explains in an interview what contribution genome editing can make to supporting sustainability and promoting health. She also presents the PILTON research project.

For decades, the foreign policy of the Republic of Belarus resembled a pendulum game between East and West. But following the crackdown on the peaceful protests in 2020, the "Ryanair incident" and the artificial migration crisis, the regime isolated itself from the West. Lukashenka's complicity in Russia's war of aggression also severed traditionally important ties with Ukraine. In the shadow of Moscow's crushing dominance, Minsk has recently made efforts to deepen its relations with countries of Central Asia, China and Iran. It remains to be seen how Lukashenka's "mediation" in the Wagner uprising will affect his foreign policy leeway.

Making innovation a daily practice: Genome editing should not be restrictively regulated

Interview with Dr. Ricardo Gent: How can genome editing as an effective method in plant breeding contribute to food security worldwide?

In plant breeding, new plant varieties can be created efficiently and controllably with the help of a new molecular biological method, genome editing. The prerequisite is that the legal framework in the EU provides sufficient scope for this technique. The risk potential is no higher than with conventional breeding methods, unless foreign genes are inserted. From a scientific and business point of view, all arguments speak for a broad approval of genome editing.

Guatemalans cause historic runoff: two leftist parties fight for the presidency

Elections were held in Guatemala on 25 June: The President of the Republic, the Congress, 340 mayors and municipal councillors as well as the members of the Central American Parliament (Parlacen). Since none of the presidential candidates achieved an absolute majority, the second round will take place on 20 August. The second round of voting will take place on 20 August, but not in the constellation predicted by the polls. For the first time in Guatemala's democratic history, candidates from two parties belonging to the moderate left-wing spectrum, Sandra Torres (UNE) and Bernardo Arévalo (SEMILLA), are standing in the run-off. While a number of detailed results for the congressional and municipal elections are still awaited, one thing is clear: these elections have provided some surprises, contain a clear message to the political class as a whole and ensure two more exciting months before the 2nd round of elections.

Research and Sources on Contemporary History

In der Reihe „Forschungen und Quellen zur Zeitgeschichte“ veröffentlicht das Archiv für Christlich-Demokratische Politik seit 1980 wissenschaftliche Studien zur Christlichen Demokratie, Darstellungen zur Geschichte der Bundesrepublik und der CDU sowie Biographien wichtiger Repräsentanten. Zu den 50 bisher erschienen Büchern zählen auch Quelleneditionen, wie Protokolle von Parteigremien oder Tagebücher von einflussreichen Politikern. Die Publikationen sind im Buchhandel erhältlich.
