Ukraine: Socio-Political Challenges of the Transition from War to Peace and Post-War Recovery

In November 2025, the Razumkov Center conducted a large-scale sociological survey, interviewing over 2,000 Ukrainians across 23 regions of the country and consulting with experts, scholars, and veterans. The study documents key shifts in public sentiment in the fourth year of the war: the state of trust in government institutions, the demand for new political forces, and the debate over the role of veterans in future political life. The study also highlights the challenges Ukraine will face on the path from martial law to peace—from organizing the first post-war elections to the risks of external interference during the transition period.

The fourth year of full-scale war has significantly transformed Ukrainian society—its values, expectations, and attitudes toward the government. The Razumkov Center has studied these changes to understand what Ukraine brings to the table as it approaches a potential transition to peace. In November 2025, sociologists surveyed over 2,000 Ukrainians across 23 regions of the country. Concurrently, an expert survey and a roundtable discussion were held with the participation of scholars, analysts, and veterans.

 

The study also raises questions whose answers will determine the nature of post-war Ukraine: how to restore democratic competition after years of martial law, how to conduct fair elections under the current conditions, and how to prevent the transition period from becoming a tool of destabilization—whether external or internal.
