The United States and the European Union are now working toward the common goal of implementing the Road Map through the Quartet.1 After the ugly diplomatic brawl over the war in Iraq, however, there are at least four significant obstacles to transatlantic unity as Israel and the Palestinians negotiate the Road Map’s implementation.
