Discussion "Impact of the Public Administration Reform Coordination Model on Negotiations between Ukraine and the EU", 14 October 2026
Following the completion of the bilateral screening and the opening of the first negotiating cluster, Ukraine is moving into the most challenging stage of the EU accession negotiations, implementation. Its outcome depends not on the pace of the process, but on the institutional capacity of the governance system. Without a professional public administration, the approximation of Ukrainian legislation to EU law risks remaining merely formal and failing the test of practical implementation.
The event will focus on the presentation of the findings of the UCEP and CPLR study "How to Coordinate Public Governance Reform on the Path to the EU" on public administration reform coordination models. The study identifies the absence of a clearly designated owner of this policy, explains why the existing coordination mechanism does not work, and proposes three possible models, providing a rationale for the preferred option. The purpose of the discussion is to gather views and proposals from the institutions responsible for coordinating the reform so that the study's recommendations can be taken into account in future decision-making.
Working languages: Ukrainian with interpretation into English.
The event will be held in a hybrid format (in person in Kyiv and online); the venue will be communicated once registration is confirmed.
Registration is open until 18:00 on 13 October.
The event is organised by the NGO "Ukrainian Centre for European Policy" together with the Centre of Policy and Legal Reform, with the support of the Konrad-Adenauer-Stiftung Office in Ukraine.
