Viktor Frank
Head of the India office
Viktor Frank has been head of the KAS India office in New Delhi since October 2026. Prior to this, he was in charge of the Mongolia office from 2021 to 2026 and, from 2025 to 2026, also served as acting head of the Kazakhstan office. His work focused on political reform processes, the strengthening of democratic institutions, and issues relating to energy and raw materials partnerships with Germany and Europe. Prior to this, he worked for, amongst others, ELNET Germany, the Konrad Adenauer Foundation in Moscow and the federal office of the Junge Union. Viktor Frank studied political science, specialising in international relations.
