75th Anniversary of the Universal Declaration of Human Rights

The 1948 Declaration formulated a claim, but it is by no means the end of the matter.

When the United Nations Commission on Human Rights, under the leadership of Eleanor Roosevelt, draft-ed the Declaration in 1947, the goal was to bridge deep divisions between liberal states and authoritarian regimes, between secular and religious countries. The result was thirty concise articles. Their adoption by the UN General Assembly on December 10, 1948—although not legally binding—was an astonishing histor-ical development. Since then, the Universal Declaration of Human Rights has not remained free of criticism. And when it comes to human rights violations, we are often dealing with massive offenses. The implemen-tation of human rights in social and political reality therefore remains an ongoing challenge. This is currently evident in the developments in the Middle East.

A report on the Climate Week for Latin America and the fear of selling out the country

The Climate Week for Latin America and the Caribbean took place in Panama from 23 to 27 October 2023. Shortly beforehand, the parliament approved a controversial treaty on the exploitation of raw materials, which led to major protests and restrictions on Climate Week. The conference discussed the financing of the transition to renewable energies and measures to adapt to climate change. The countries of Latin America are planning to act as joint negotiating partners for the first time at the World Climate Conference in Dubai. The parliamentary approval of the mining agreement a few days before the conference led to protests by the population and shows the conflict between climate protection and the demand for raw materials, which are necessary for a green transition.

Climate activism in Germany is in a state of flux. Radicalisation tendencies and links with left-wing extremist elements are leading to political challenges. The link between climate activist groups and left-wing extremism is being monitored more closely by the security authorities. This change requires careful analysis and a differentiated approach in order to assess the potential threat to internal security accordingly.

The Pandemic Agreement – An Opportunity for Health for all

The pandemic agreement responds to global coordination deficits during the COVID-19 pandemic. It aims to improve preparedness for future pandemics by promoting cooperation without jeopardizing national sovereignty. However, national dissatisfaction could have a negative impact on the negotiations. Fears that national sovereignty or the protection of human rights could be undermined by the pandemic agreement or the World Health Organization (WHO) are unfounded, as national legislative and decision-making processes will remain crucial. Concluding the negotiations by May 2024 is the declared goal, although there are still some points of contention. The realistic concern is that the WHO will end up with insufficient powers and resources and will not produce an effective framework for preventing and responding to future pandemics, rather than becoming a "global health police" with far-reaching powers of intervention. The pandemic agreement should be seen as an opportunity to positively transform lessons learned from the COVID-19 pandemic into clear and transparent rules to defend against future pandemics.

The financial burden of households in Germany continues to increase in light of current crises and challenges. At the same time, experts are warning that without reforms the level of social security contributions will have to rise further in order to compensate for the consequences of demographic change. This would increase the tax burden on low-income households in particular. Could the introduction of an allowance in the social security system make a meaningful contribution to reducing the financial burden on low-income households?

Research and Sources on Contemporary History

In der Reihe „Forschungen und Quellen zur Zeitgeschichte“ veröffentlicht das Archiv für Christlich-Demokratische Politik seit 1980 wissenschaftliche Studien zur Christlichen Demokratie, Darstellungen zur Geschichte der Bundesrepublik und der CDU sowie Biographien wichtiger Repräsentanten.
