CCS and Climate Neutrality

Developing a Pathway for Germany

The goal of climate neutrality by 2045 poses enormous challenges for the German industry. Despite all efforts, there will be greenhouse gas emissions even after 2045 that are unavoidable or hard to abate. In order to ensure climate neutrality and competitiveness, carbon capture and storage (CCS) will be necessary. The publication identifies the challenges of CCS in Germany and develops policy recommendations to overcome these challenges.

This risky move hints at the outlines of the strategy the British Conservatives will take into the 2024 election year.

Emergency without ending? The federal budget in limbo

The second supplementary budget 2021 is incompatible with basic constitutional law and thus null and void

With the second supplementary budget 2021, the federal government seemed to have found the solution to its problems: The € 60 billion in unused funds earmarked for the consequences of the corona pandemic were transferred to the "Climate and Transformation Fund" (KTF). This special fund was intended to promote energy transition and climate protection instruments while at the same time complying with the debt brake. The diverging interests of the three coalition partners were therefore no longer subject to any budget restrictions; there was money for everything at once – and thanks to the credit authorizations "in reserve" until after the next federal election. However, a "win-win" turned into a "lose-lose situation" after the ruling of the Federal Constitutional Court on November 15, 2023. The supplementary budget was "incompatible with the basic constitutional law and thus null and void"[1], making the reallocation of funds unconstitutional.

The Paris Agreement represents the collective ambitions of its signatory countries to limit the global average temperature to well below 2°C and pursue efforts to limit it to 1.5 °C. Given the limitations of a multilateral format focusing on overarching climate change mitigation goals, recent discussions have focused on establishing plurilateral alliances. This paper sheds light on the potential of a sectoral alliance for steel and develops policy recommendations for piloting a climate club in the steel sector.

A leap into the unknown

Libertarian Javier Milei is the new president of Argentina

The winner of the run-off election for the office of President of Argentina is Javier Milei. The libertarian candidate from the La Libertad Avanza party, which was only founded two years ago, won a surprisingly clear victory with 55.69% of the vote and a lead of over 11% against the Peronist candidate and incumbent Minister of Economy and Finance Sergio Massa with 44.3%. In the general elections on October 22, the latter had been able to claim first place in the voters' favor with just under 37% of the vote and a 7% lead over Milei. Voter turnout was 76.35% and the proportion of abstentions was lower than expected at 1.55%, with 1.62% of votes being invalid. The Libertarian won in 20 of the 23 provinces and in the autonomous city of Buenos Aires. He probably also owes his clear victory to the support of prominent figures from the conservative Propuesta Republicana (PRO) party. Although their presidential candidate Patricia Bullrich did not make it into the run-off, almost 24% of voters had given her their vote in October. Just three days after the election, both former President Mauricio Macri and Patricia Bullrich publicly spoke out in favor of Milei and against Massa. However, the initial euphoria over the election victory could quickly evaporate, even for the newly elected president, against the backdrop of the enormous challenges, particularly in economic policy.

75th Anniversary of the Universal Declaration of Human Rights

The 1948 Declaration formulated a claim, but it is by no means the end of the matter.

When the United Nations Commission on Human Rights, under the leadership of Eleanor Roosevelt, draft-ed the Declaration in 1947, the goal was to bridge deep divisions between liberal states and authoritarian regimes, between secular and religious countries. The result was thirty concise articles. Their adoption by the UN General Assembly on December 10, 1948—although not legally binding—was an astonishing histor-ical development. Since then, the Universal Declaration of Human Rights has not remained free of criticism. And when it comes to human rights violations, we are often dealing with massive offenses. The implemen-tation of human rights in social and political reality therefore remains an ongoing challenge. This is currently evident in the developments in the Middle East.

Focus on Panama

A report on the Climate Week for Latin America and the fear of selling out the country

The Climate Week for Latin America and the Caribbean took place in Panama from 23 to 27 October 2023. Shortly beforehand, the parliament approved a controversial treaty on the exploitation of raw materials, which led to major protests and restrictions on Climate Week. The conference discussed the financing of the transition to renewable energies and measures to adapt to climate change. The countries of Latin America are planning to act as joint negotiating partners for the first time at the World Climate Conference in Dubai. The parliamentary approval of the mining agreement a few days before the conference led to protests by the population and shows the conflict between climate protection and the demand for raw materials, which are necessary for a green transition.

Research and Sources on Contemporary History

In der Reihe „Forschungen und Quellen zur Zeitgeschichte“ veröffentlicht das Archiv für Christlich-Demokratische Politik seit 1980 wissenschaftliche Studien zur Christlichen Demokratie, Darstellungen zur Geschichte der Bundesrepublik und der CDU sowie Biographien wichtiger Repräsentanten. Zu den 50 bisher erschienen Büchern zählen auch Quelleneditionen, wie Protokolle von Parteigremien oder Tagebücher von einflussreichen Politikern. Die Publikationen sind im Buchhandel erhältlich.
