After years of conflict, Iraq is on a path of stabilization. The security situation in the country has improved and it has started to develop its political and economic relations in the region and with the rest of the world. With more than 40 Million people, Iraq is the third largest country in the Middle East by population. Given its size, Iraq can either be a risk factor or an anchor of stability in a region plagued by conflict. The country possess an amplitude of natural resources – among others the fifth largest oil reserves in the world – as well as a young and dynamic population with an eagerness for progress and improvement. Moreover, its geostrategic location between Asia and the Mediterranean as well as between the Gulf and Europe places it in a prominent position with a potential for becoming a regional hub for trade and commerce through economic integration. Notwithstanding its potential, many challenges persist. Update : Iraq aims to make a contribution to the international discourse on Iraq by providing nuanced analysis on a monthly basis. In cooperation with Roya Development Group, the newsletter sets out to convey a balanced and realistic picture of the situation in the country, supplying information on recent developments in politics, economy, the repercussions of climate change, the security situation as well as Iraq’s international role. We hope that this publication will give our readers a better understanding of the challenges and opportunities in Iraq as well as the potential for cooperation with the country.

Deutschland sucht seit Beginn des russischen Angriffskriegs auf die Ukraine nach Möglichkeiten, seine Energieimporte zu diversifizieren. Der Irak verfügt im Bereich der fossilen Energiestoffe wie Erdöl und Erdgas über weitreichende Ressourcen. Bislang sind die Verbindungen zwischen Berlin und Bagdad im Energiebereich allerdings schwach – ein Umstand, der sich auch in naher Zukunft kaum ändern lässt. Dennoch sollte sich Deutschland für eine stärkere Partnerschaft mit dem Land in dem Bereich einsetzen.

100 Tage neue Regierung im Irak

Ein Balanceakt

In den ersten 100 Tagen seiner Amtszeit konnte der neue irakische Ministerpräsident Mohammed Shia al-Sudani unter Beweis stellen, dass er seine heterogene Koalition zusammenhalten und mit großem Geschick zwischen den vielschichtigen Interessen der diversen irakischen Parteien sowie des Iran und der USA navigieren kann. Der Kurs Sudanis wirkt professionell und zielgerichtet. Gleichwohl zeigt der Balanceakt des Regierungschefs, wie schwierig es für ihn sein wird, nachhaltige Reformen im Land durchzusetzen. Nach mehr als vier Monaten steht trotz weitreichender Ankündigungen bislang wenig auf der Habenseite der Regierung. Die deutsche Bundesregierung sollte Sudani bei seinem Reformkurs weiter unterstützen. Hoffnung macht dabei auch die Annäherung Bagdads an Berlin.

In einer Zeit, in der der Libanon immer tiefer in eine politische, wirtschaftliche und humanitäre Krise abrutscht, zeichnet der Dokumentarfilm die Hoffnungen und Perspektiven einer Gemeinschaft im Wandel nach und erzählt ihre persönlichen Geschichten von Schicksal, Trauma, Hoffnung und Verzweiflung.

Competing over the Tigris: The Politics of Water Governance in Iraq

In 2021 and 2022, conflicts in agricultural areas between groups of farmers over water shares, in addition to disputes between farmers and government agencies over restrictive water policies, have produced alarmist and exaggerated warnings about the coming age of “water wars” within Iraq and other states severely impacted by climate change.

This paper argues that local struggles over water in Iraq are not solely the product of overall reductions in water supply from changing precipitation levels and drought (i.e., climate change), and nor can they be blamed entirely on upstream damming practices in Iran and Turkey.

Neue Regierung im Irak

Der Irak hat eine neue Regierung. Mehr als zwölf Monate nach den Parlamentswahlen im Oktober 2021 wählte das irakische Parlament am 27.10. mit Mohammed Shia al-Sudani einen neuen Ministerpräsidenten. Damit geht eine politische Hängepartie zu Ende, die die irakische Politik im vergangenen Jahr maßgeblich blockiert hat. Die Herausforderungen im Land sind groß. Ob das Kabinett von al-Sudani die notwendigen Veränderungen umsetzen kann, bleibt abzuwarten. Deutschland und Europa sollten die neue Regierung bei den benötigten Reformen unterstützen.
