Analysis, dialogue and promotion of national and international developments

Rule of law, the protection of basic rights and legislation that promotes and secures the social market economy – these are a few of the core concerns of the Konrad-Adenauer-Stiftung.


Rule of Law Programme Worldwide

Since 1990, the foundation has complemented its international projects on democracy promotion and political dialogue with the transnational Global Rule of Law Programme. Locations of the five regional programmes are in Bogotá for Latin America, Singapore for Asia, Nairobi for Sub-Saharan Africa, Bucharest for South-East Europe and Beirut for the Middle East/North Africa. Global activities concerning the rule of law are coordinated from Berlin.

Cooperation with UN Special Rapporteur

In his function as UN Special Rapporteur for the Independence of Judges and Lawyers, Dr. Diego García-Sayán signed the Memorandum of Understanding with the Konrad-Adenauer-Stiftung on 19 April 2018. Collaboration as part of work for the rule of law programme is scheduled to last one year. The occasion was the global annual theme 2018 of the rule of law programme “judicial independence”. Diego Garcia-Sayan will apply his expertise at regional conferences as well as at the global closing conference.

Law and Politics: Fostering Dialogue in Germany

As a political foundation, the KAS is devoted to exploring the interplay between law and politics, which is crucial for the legitimacy and efficiency of our state.


  • We support the legislative process with analyses and recommendations for reform projects.
  • We provide information about justice, especially about decisions taken by the Federal Constitutional Court.
  • We cultivate and promote exchange among representatives from politics, law, justice and society on current legal issues.
