Discussion

Data as Political Capital

What kind of Rules & Regulations do we need for a a digitized Democracy?
Digitization has completely altered the way our societies communicate and how political opinion-making is shaped. Foreign interference, online hate-speech, data leaks on social media platforms and fake-news have made it more important than ever to define a global rules-based system and code of conduct that sets a common standard and protects democracy. The discussion with Germany’s leading startup for Digital Political Communications and Teddy Goff, one of America’s key figures from the campaigning landscape, will provide a state of the lay of current debates in Europe and the US, and will draw attention to the action that needs to be taken in order to have resilient democracies in the age of new technologies and artificial intelligence.

Division of power in Vietnam will prolong

Workshop
The division of power is crucial for Vietnam to improve the efficiency of state governance, said experts at the workshop on division of power between central and local governments held on July 17 in Hanoi. Power division must be constitutionalized rather than regulated by any governmental level. However, the experts warned, when the power is transferred to local governmental bodies there must be constant inspection. The supervision of the central state over local governments must be dropped. Organised by the Institute of State and Law and KAS Vietnam, the workshop convened more than 50 participants who are researchers and officials of the Ministry of Home Affairs, the National Assembly’s Economic Commission, University of Law.

IMPACT Seminar, Caesaria Israel

by Susi Doring Preston

The ILF aims to foster dialogue and collaboration between the private and public sector by bringing together business leaders and members of government institutions. Together with KAS Israel, the IMPACT Seminar hosted lectures by executives from various sectors which provided input and stimulated discussions. Topics such as opportunities for eGovernment, scientific support for start-ups, personnel planning and the integration of minorities into the labor market were discussed. Through the lectures and group work of the participants, the seminar’s goal was to bridge the gap between the public and private sectors and identity opportunities for cooperation . The ILF seminar works toward four overarching goals. Firstly, in order to strengthen collaboration between the private and public sectors, bureaucratic hurdles must be removed. Moreover, the innovative thinking of start-ups should be fed into the public sector and other companies. The second target is to reduce the differences in the field of education. Increased youth work contributes to incite interest in entrepreneurship and communicating relevant values. Third, industry and commerce must again be a more attractive field of work to generate new skilled workers. Conclusions from the seminar discussed enhancing cooperation with start-ups and the establishment of a traineeship. Issues were discussed highlighting the inequality of industry between the periphery and the center, affecting Northern Israel in particular. In order to reduce disparities, a proposal of a pilot project empowering residents, local authorities, businesses and organizations in order to help improve the quality of life and work in the North was included. This also creates incentives for companies to settle there. Other challenged discussed in the Seminar included an aging society, disparities in access to health care and dwindling trust in public institutions. In terms of the the forum itself, members discussed that the heterogeneity of the members should be increased. Since the seminar, members of the forum have reconvened in competence clusters with respect to their respective fields of expertise and professional backgrounds.

Lessons learned from German History –An evening with Konrad Adenauer’s grandson

by Edwin Adoga Ottichilo

KAS, Nairobi held a discussion forum on the 3rd of June, 2019, with young Kenyan Politicians to discuss the post-war German political developments, and the lessons Kenya can draw from the same. The event was graced by Dr. Stephan Werhahn, a grandson to Konrad Adenauer and Association of Catholic Entrepreneurs (BKU) Board Member for International Relations. From the discussion, it was noted that Germany had gone through a difficult political and economic watershed, especially during the Nazi-dictatorship (1933-1945). Some of the major gains that Germany realized were during the tenure of Konrad Adenauer as Chancellor (1949-1963)
